Socio Geographic location: The District of Serchhip is divided into 2 Administrative Blocks - Serchhip Block and E.Lungdar block. E.lungdar Block is situated at the South eastern part of the District with a population 7302 and all the population live in rural areas. The village E.Lungdar is the block headquarter and is 170 kilometres away from the state capital Aizawl and 44 kilometres from the district headquarter. The Village is bounded byMualcheng, Biate, North Vanlaiphai and Leng Village. Geographically it is situated at 21.55 – 24.30 Degree Latitude at the North and Longtitude Degree 92.15 – 93.29 at the East. The climate is mild during winter season and a little hot during summer.

HISTORY : In a year 1886 – 1946 E. Lungdar village was ruled by King Thangburha Sailo, who was the grandson of a famous king Vuttaia. The King’s  father ( i.e  son of Vuttaia) Kairuma Sailo was also one of the well known and famous king. King of Lungdar ThangburhSailo had four (4) sons and twelve (12) daughters with his wife LalnghengiHnamte. King Kairuma was one of the first Christian kings in Mizoram. E. Lungdar had celebrated its village centenary in 2011. The following points are the important timeline of the village:

  1. Produce more rice in 1910
  2. Started settled in East- Lungdar in 1911
  3. After World War I i.e 1919 the village was attacked by flue/plague and about 60 people died of this plague.
  4. Spiritual Revival – 1920
  5. First Pucca House(Rangva In) in 1923 build by king Thangburha.
  6. Zawlbuk was abolished in a year 1942.
  7. First Primary School was opened in – 1922, Middle School –in 1961, High School – in 1964 and first Higher Secondary School was Opened in 2003
  8. First medical Dispensary was Opened in 1962.
  9. I.C.D.S was established in 1978.

As it is indicated in the table above, there is 1 Village Council consisting of seven (7) members. With a population of 7302, E.Lungdar Village has various level of education and 9 Anganwadi Centre.

 Functions of Village Council: The Village Council functions as a Local Court which settles Minor arguments in the Village. Most of the cases were between husband and wife, and about inheritance. Village Council is the Implementing Agency in any development program in the Village. They hold a very important places in the community. They are the primary executive magistrate in the village.

There are fifteen(15) government departments including Education Department in a village such as :

1. Social Welfare Department : Established in 1978, CDPO is the Head of the Office with four(4) circle Officers

2. Rural Development Department :  H.Liansailova ( MCS Rtd) is the first BDO in E.Lungdar, He joined his post on 18th Jan 1974.

3. Public health Engineering Department (PHE): Established in 1990 Sept 28th, the first SDO was PuLalrinmawia.

4. Power and Electricity: Established in 27th Feb 1986.

5. Environment & Forest Department: Established in the year 1985 and had greatly performed in the protection of the forest and animals.

6. Tourism Department: This department had built Tourist Lodge in 2008 which serves a great purpose for the travellers.

7. Public Works Department: This department has been in this village since 2nd Feb 1982, and the first J.E was Mr Selbuanga.

8. Food and Civil Supply: From their Go-Down in E. Lungdar, the neighbouring villages – Leng, Mualcheng and Sailulak received their supply of rice, sugar etc.

9. Soil& Water Conservation: Since September 1986 they function as a Full fledge Range and seated by Range Officer.

10. AH &Vety: Functioning since  1984. Presently manned by VFA with office building and Staff Quarters.

11. Telecommunications:

a) BSNL (Bharat Sanchar Nigam Limited) : Started functioning since 1997 and presently providing services like STD and Internet Broadband connections.

        b) Reliance : Setup since 2008.

        c) Airtel : Setup Since 2010.

         d) Vodafone : Set up in 2013.

12. Rural Bank : Mizoram Rural Bank, East Lungdar Branch is the first bank in the tuichangral Area. Eastablished in 25th Oct 1984. NEREFF, which is a financial institution was established in 8th August 2009.

13. Agriculture Department: This department have one Staff Quarter and is manned by One Sr. Gram Sevak.

14. Health Department : The Hospital (PHC) building was voluntarily build by the community in the year 1978, the first Doctor appointed in the PHC was Dr P.Saikhuma. The current builing was constructed by the State Government in 2011 a long with four(4) Staff Quarters. It is a 10 bedded hospitals with facilities like Labour Room for delivery and Operation Theatre for Minor Operations. The KTP East Lungdar Pastor Bial has constructed a lodge “KHUALBUK” in 2011 for patient attendant, villager from neighbouring village. There is one Main Centre in the PHC Building and one Sub-Centre in the Village. There are two Health Workers in the Sub-Centre, one Health Supervisor and one Health Worker in the Main Centre.

 

15. Education department: Schools under Education Department are as follows: 1) Primary School I.II.and III 2) Middle School I and II 3) High School 4) Higher Secondary School. 5) Private English medium : Blooming English Medium and Presbyterian English medium.

               

There are different Social institutions in the village who works for the betterment of the Village. Such as:

1) YMA (Young Mizo Association): YMA is the largest NGO in Mizoram.Y.M.A has three mottos:

1.   Good use/ Proper utilization of leisure time.
2.   Reverence for a good Christian life.
3.    Striving towards a holistic development of the Mizo society.

                The YMA plays an important role in the community.

2) MHIP (MizoHmeichheInsuihkhawm Pawl): MHIP take initiative on women empowerment at the community

3) MUP (MizoUpa Pawl): the criteria of MUP members are a person who is more than 60 years. MUP takes the initiatives of identifying old people above 60yrs to receive Grants under Old age scheme(ICDS)

4) MZI (Mizo Zaimi Insuihkhawm pawl)

5) Consumer Union

6) Saser Association

7) Games and Sport Association: GSA organise tournament for youth within the village

8) Arzuar Association

9) Bazar Association

10)  MZP (MizoZirlai Pawl): MZI is the association of Student.

11)VDP (Village Defence Party): plays a major role in implementing law and order in the village.

12) LTA (Lungdar Teachers’ Association): LTA is a teacher’s association focus only on teachers (Government and non-government) who works for the betterment of the teachers.

13) Sanitation Committee: Sanitation Committee looks after the cleanliness of the village.

14) ELKIP (East LungdarKhawchhuakInzawmkhawm Pawl): ELKIP is the association of E.Lungdar origine, people who already migrated from the Village are still involved in some events like E.Lungdar Golden Jubilee, centenary etc.

The Community has two(2) play grounds, There is a plan for construction of Rural Sport Complex from the government, one Community Hall and another hall for indoor games. One library own by YMA, books were received from the State Library and also donated by the community.

               

Rules and regulations in the village:

  1. Domestic animal like Dog, chicken goat etc. Should be keep in their cage. if anyone disobeying the rule should fine Rs300  for dog and Rs 100 for Chicken.
  2. Liquor is strictly prohibited. NGOs like YMA, VDP and the VC jointly check for the liquor and their production site.
  3. There is a reserved forest area, anyone who take timber or bamboo from the reserved area is liable to fine.
  4. Monthly fees are collected for the market seats. Rs10 for selling vegetables and Rs 20 for selling meat.
  5. Public places like Roads are protected for example if any tree is hanging in the road, it should be cut down.
  6. Nobody is allowed to roam the houses after 10:00 am for any business, pedlars are allowed only after 3:00pm and before 5:00pm.

 

About the people

Majority of the population are Christian and speaks Mizo (lusei) language, there are no migrants in Lungdar Village. Approximately about 70 % of the population is engaged with agriculture farming,( mix farming, paddy field and orchard in which Orange are cultivated are common ) the village export Orange, ginger and Valencia lemon while they import Winter crops like, Cauliflower, tomato, bean, bitter guard etc. almost 100% of the population  (above 6 years of age) are Litrrate( who are able to read and write). Due to  scarcity of water during dry season the village has no agriculture product. Market is opened every day except on Sunday, most of the vegetables found at the market are local product, meat like Pork, Fish and Chicken are also available in the market, product obtained from the forest are Bamboo shoot, mushroom, fish, Crab.

The above table indicated that more than 50% of the Village people are middle and above middle class and 30% of the population are considered as poor and poorest of the poor such as widow no proper breadwinner at the family are 10% only, the people works for this poorest of the poor family they build their house from IAY and socialwork (Hnatlanng) donate clothes and food from their locality.

VULNERABLE GROUPS IN THE VILLAGE

 

Vulnerable groups are aged people, widows, single mothers, and disabled. Most of them are vulnerable in terms of livelihood. the people helps these poorest of the poor families, sometimes,  they help IAY beneficiaries in construction of Dwelling houses through socialwork (Hnatlang), donate clothes and food from their locality.

The livelihood are greatly affected by seasional calendar   :

Slashing Period = January – February

Burning, sowing and working period =  March – May

Working Period/ Harvesting for vegitables = June – August

Harvesting period = November – December

 

 FINANCIAL SERVICES

 

Rural Bank is available in the village.Majority of the villagers open bank account at Rural Bank. People borrow loans from MRB and NEREFF. NEREF was established in a year 2009. 8th August. At times of financial emergencies people take loans from bank and borrow from their relatives.

 

Different Development Programme in the village:

  1. MNREGS (Mahatma Gandhi National Rural Employment Gurantee Scheme)
  2. NRHM (National Rural Health Mission) The objective of the Mission is to reduce maternal mortality and Infant mortality
  3. TFC (Thirty Finance Campaign) construction of Steps and internal road etc.
  4. TSC (Total Sanitation Campaign) they distributed Septictank commode, Pipe for sewage and Dustbin etc
  5. NLCPR (Non- Lapsable Central Pool of Resource) planning to construct Rural Sport Complex.
  6. SGSY ( Swarnajayanti Gram SwarozgarYojana) Self Help Group for the poor people in the Village
  7. Planning to initiate irrigation for the village
  8. Crèche Centre for working women.
  9. Border area Development programme (BADP)
  10. Integrated Watershed Management Programme (IWMP).

Services of technical agencies accessed by the villagers are - 1) ASHA (Acredited Social Health Activist): There are two ASHAs so far in E.Lungdar village ASHAs have been trained.  ASHA main duties are organising Village health Days at Anganwadi Centre, promotion of Institutional Deliveries, taking care of new born and child Immunisation   2) VLAA (Villlage Level  Administrative Assistant ) 3) One ASHA mobilizer  who mobilise and facilitate ASHA under Lungdar PHC. 4) Under PHE department, Analyst ( who test the condition of water).

 

Roads and Sanitation:

Road connectivity and accessibility: Road connectivity and accessibility of village is good enough for all weather. Bus and Maxi Cab Service (Sumo) are public transport Systems available. There is Bus/Sumo service from Aizawl to E. Lungdar, E.Lungdar to Serchhip, Champhai to Lunglei via E.Lungdar and Champhai to Serchhip via E. Lungdar.

Cleanliness of the Village is up to the mark, Public Urinary and Dustbin could be found in every street/ locality. The villagers dig dumping pits at five places and use for incinerating waste. There is a good drainage system in the village. Majority of the households have their own toilet facilities.The Total Sanitation Campaign had Distributed Toilet Commode and Pipe for draining dirty water ,distributed dustbin to every House for celebrating being the cleanest Village within the District in the year 2010.

 

Issues of the Village: Usual rainy season ranges between May to September while the rest of the year is dry leading to acute scarcity of drinking water, in order to resolve the problem Water Harvesting is important.The Main Issue of E.Lungdar is scarcity of waterPHE department distributes water once in a week and every household could get six(6) tins of water.They have eleven (11) Rain Water Harvesting Tanks and one natural lake. During dry Season people purchase water from private supplier who fetch water by vehicle from nearby Water Harvesting tank constructed under MGNREGS and other Natural water points.

 

Health Condition of the Village:

Well-equipped Primary Health Center with one Ambulance 24 hours duty for referral service and Sub Center are available in the village, 100% of the children are immunized, , two (2) TB patients are under treatment and two cancer patients were diagnosed during this village placement. 100 % instutional deliveries have been achieved in the village and Deliveries recorded are about 60-70 in a year and about 10 -15 died  in a year. Maternal Death has not been recorded since 2005 and one infant death occured in 2012.
