The construction of E.Lungdar Community Hall was started in the year 2006 under BADP and was completed in the year 2011 in convergence with Social Education, Department of Rural Development, Mizoram. The total cost of construction was about Rs 60 lakh. The foundation and the finishing of the building construction are first-rate and the building is well furnished with modernized Sound system; conceal light system and Hilux board (Calcium silicate board) for ceiling.
This hall is utilized for social gatherings, recreational activities, cultural activities, Village cultural functions, other official fuctions etc as the location is convenient for different localities to approach. Moreover, the place, being situated at the centre of the village, it is very convenient to organize public gatherings (Gram Sabha) for various government schemes viz IWMP, MGNREGS etc. However, the approach roads i.e from the southern side, eastern side and northern side were kutcha roads and it used to be very muddy and create difficulties for the villagers and officials utilizing the hall. Hence, PCC flooring construction of the approach road was proposed and constructed from MGNREGS to resolve the problem encountered by the villagers.
The Villagers are also very glad to have witnessed the successful convergence of various rural developmental schemes undertaken by Rural Development Department.

E.Lungdar Village had no higher education till 2003. With the urge of having higher studies some pioneers like Nongovernmental organization (NGO’s), Prominent citizen with the help of Village council members have established higher secondary school in the year 2003. After going on for 5(five) years under private establishment, it was upgraded into Lump sum aided under Mizoram Education Department in the year 2008. There being no fund available from the Government ( i.e. the concerned department) , the Building construction was proposed under BADP in the year 2006 with an estimated cost of Rs 6 lakhs but that was limited for the whole building construction and in the year 2011-2012 an amount of Rs 10 lakhs was utilised for extension/completion of the building.
This school building construction has blessed many students who could not afford to move to other bigger town/cities for higher education and it also gives employment and opportunity to serve as lecturer for educated unemployed residing in the village. In this school they have taught various subjects viz History, Education, Public Administration and many students have passed out and pursue better career due to this blessing from Border Area Development Programme.

Lungva watershed is located in the south western side from E.Lungdar Village, Many Villagers about 60 households are having their Ginger plantation, But due to lack of proper road communication the fertile cultivable land could not be utilized to the fullest, However the road construction started in the year 2005-2006 has covered a wide area of land now and benefited many farmers even before completion of the work. By an ongoing process this road construction is expected to complete soon.

Installation of online 10KVA UPS with 16 nos. 150 AH Batteries at E. Lungdar PHC under BADP 2013-2014 was completed successfully on 14.08.2014, E. Lungdar PHC is providing Health services to E. Lungdar and nearby Villages such as Mualcheng, Leng and Sailulak. To provide prompt health services to patients, constant power supply is required by Doctor, Nurses and faculties to operate various equipments, such as x-ray, oxygen concentrator, photo-calorimeter and constant power supply in Labour Room in The PHC, this equipment provided under BADP is helping and resolving various problems encountered by the faculties earlier. In addition to this, this UPS is important for Ice Lined Refrigerators which is utilized for Vaccine storage which requires optimum temperature to preserve various vaccines.

E. Lungdar PHC is providing health services not only for the village but also to its satellite villages like sailulak, Leng, Mualcheng and other villages, it is important to have proper water supply for the PHC. Since there is no water connection in the village, proper water storage is a must to harvest rain water during rainy seasons, for this reason, construction of Water harvesting Tank at PHC E.Lungdar was proposed which is very much benefitted by the PHC and patients.

E.Lungdar to River Tuipui road is very important for E.Lungdar and other villages in Tuipuiral area, many Villagers in E.Lungdar and Biate are having WRC at Tuipui River bank where there is fertile land and opportunity for extraction of Sand, Moreover, Commercial vehicles from Villages in Tuipuiral area which fall under Khawbung RD Block pass through this road especially during dry season as this road is shorter than the main road and enable the people to save time and oil consumption. However, being an ongoing work, the maintenance of road is not yet completed and in current year to meet the immediate requirement of passersby and farmers, culverts were constructed at various places to improve road communication.
