            The Office Disaster Management Plan of E. Lungdar R.D Block  includes the facts and figures collected through primary and secondary sources as well as formal and informal sources available at our disposal with a view to prepare, prevent and mitigate the natural disaster risk.

Data collection and classification are subjected to annual updating. This plan also requires Involvement of Other officials within the Block and NGOs etc

              All are cordially invited for their kind suggestion to be incorporated in the plan

 

EXECUTIVE SUMMARY:

            India has been traditionally vulnerable to natural disasters on account of its unique geoclimatic conditions. Floods, cyclones, droughts, earthquakes and landslides have been a

recurrent phenomena especially in hilly areas like Mizoram, Moreover, North eastern region have been identified as earthquake prone zone /area, considering the above stated points, every one of us must prepare and equipped ourselves to be able to deal with any kind of disaster that may happen anytime.

            Keeping the above stated points in mind, Office of the Block development officer, E.Lungdar R.D Block has prepared Block Disaster Management (the plan was issued by this office on   30.10.2014  ) and now, Office Disaster Management Plan in order to safeguard People living in the Block and employee of the Office who are working for them. 

              This Office Disaster Management Plan contains the following:

            Introduction:  Which brings the summary of business the office has dealt and importance of the office and the services it deliver to public.

            Aims and Objectives of the plan: This depicts the objectives of the plan and the outcome it intended to bring.

             Profile of the Department: Details of the employee, Organizational structure and the infrastructures within the Office Complex are highlighted in this section.

             History and post Disaster occurrence and studies have been included  in the plan to help us plan and manage possible disaster that may happen in future.

 

            Resource mapping of the office and available resources around the office are highlighted as this is very crucial to tackle disaster and preparedness for the same

 

Apart from the above stated points, This Office Disaster Management Plan includes Operational Plan, duties assigned to various teams, evacuation plan and List of important informations in annexxures A, B & C

CHAPTER 1

a) Introduction: E. Lungdar Rural Development Block was established in the year 1974, and is under N. Vanlaiphai Sub Division located in Serchhip District. The total population as per 2011 census is 14897. The RD Block is flanked by Tuichang river in the Western side and Tuipui river in the Eastern side. The famous river Tiau which is having a significant role in Mizo History also border some part of the the block. The block is also sharing an international border between India and Myanmar.

____________There are twelve (12 Villages) under E.Lungdar RD block, which are Bawktlang, Chekawn, E.Lungdar, Khawlailung, Leng, Lungchhuan, Lungkawlh, Mualcheng, N.Vanlaiphai, Piler, Sailulak, and Sialsir. N.Vanlaiphai Sub town is the biggest in E.Lungdar R.D Block having total number of 766 households.

____________Rural Development Department is providing services for rural poor through various schemes being implemented in the Block, The schemes implemented in the Block are, Border Area Development Programme (BADP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Integrated Watershed Management Programme (IWMP), Indira Awaaz Yojana (IAY), National Rural Livelihood Mission (NRLM) and Sansaad Adarsh Gram Yojana (SAGY) . Rural People are benefitting from the above stated Schemes and their livelihood is being uplifted. Various villages under this RD Block are either connected by all weather roads or fair weather roads, Many Agricultural lands are connected by Road construction under Border Area Development Programme.

            Our vision is to improve the socio economic conditions of the rural community and to uplift the people living below the poverty and by Providing wage employment, self employment through income generating activities and also to create permanent assets for strengthening the rural infrastructure. Most of the Programmes implemented by the Department are meant for poverty alleviation, Capacity building, reduction of unemployment or to give additional employment to people living in rural areas in order to enhance their livelihood security.

b) Aims:

            The main aim of the plan is to ensure safety of all employees and to safeguard office properties such as documents ( hard and soft copies)  and to prepare ourselves to be able to help people within the block in case of wide  natural disaster occurrence as this office  takes responsibility in Disaster management in covered zones within the District

c) Objective of Plan

The main aim of the Plan is to minimize the loss of life and property of Government and residents living in a complex.

And the objectives are-

To study the disaster cycle, study of disasters and hazard analysis.

Division of Labors and  formation of various teams.

Vulnerability reduction and disaster mitigation through better planning process.

Preparedness prevention and mitigation of natural and manmade disasters.

To identify the highly vulnerable areas.

Instant response and effective decision making in disasters

Better co-ordination among the line departments in the Block Headquarters.

Encouraging and empowering the local community towards disaster management.

Keeping update of available resources in and around the Office/ Village  to tackle any kind of

disaster.

 There are few reports of forest fire around the village sometimes. In order to Tackle this problem, The Block development Officer with Range officer of Environment and Forest department organize Fire Prevention programme in the Bock Headquarters and Fire line cuttings are regularly done during spring season  for prevention of Forest Fire.

CHAPTER 5 - Evacuation plan:

(i) Warning dissemination by safety officer

 

(ii)  Each team leader will assist all employee and custumers in their respective section  to the identified assembly ground i.e front ground of Main Office Building

 (iii) Search and rescue : after head count, if there are victims inside the building, Search and Rescur team will act accordingly.

(iv) other Teams such as fire safety team and medical team will also act according to the situation demands.

 

All these actions should be done under command and control of Safety officer.

 

CHAPTER 6- Emergency Medical Plan:

  Medical Team identified in the plan would give required First Aid. since , the office is not equipped with trained medical personnel , if there are victims who are seriously ill/affected by disaster they will be sent to nearest Hospital i.e PHC after contacting Medical officer/staffs.

 

CHAPTER 7 - Safety & security of documents:

 

            To ensure safety on documents all dealing staffs are instructed to be responsible for their own documents, and most of Office documents are also digitalized and back up  in Office Computers/Laptop . Construction of R.D Block website i.e www.bdoeld.mizoram.gov.in  in 2014 will serve an important role in keeping office record safe at the time of Disaster.

 

CHAPTER 8  - Likely perceived scenarios

            The worst case of scenarios for perceivable natural and manmade disasters which can affect the functioning in the building are spelled out with their likely consequences and damages/loss which they can cause :

(i) severe Cyclonic Rainstorm/Hail storm : As the building ( constructed with  mixed RCC and Assam type Roofing GCI  ) which is about 20 years is old and weak at this stage, if severe cyclonic Rainstorm approaches it may not be able to withstand such natural attack and is likely to cause destruction of whole or part of office building and trapping of some staffs if such things happen. Similarly, other buildings like Quest House, Conference hall and staff quarters may encounter the said problems.

 

(ii)  Ocurrence of Fire: Damage of important documents and equipments, and injury of Staffs due to fire outburst.

 

CHAPTER 9 -  Suggested Responses :

            On the onset of perceivable disaster , The Block development Officer will command according to the situation demands, Help from NGO volunteers and other departments can also be sought in case of severe disaster

 

CHAPTER 10 -Roles and Responsibilities :

CHAPTER 11 - Conduct of Mock exercise:

            Mock exercises have not been done at the office, we are planning to organize mock exercise at the Office with District Disaster Management authority, apart from that, within the Organisation, safety measures and related issues on disaster management / office orders are issued to all concerned .
