Sialsir Community Hall which was constructed in the year 2008-2009, There are 57 households in the village with 333 population according to 2011 census, The villagers did not have proper gathering place before the construction of this Community Hall, The Community Hall serves the villagers in various ways as it is the main centre for gathering and other social functions.

People in Border areas are encountering various challenges and remain backward in various aspects comparing with people residing at the centre of the state. They need to be educated in order to develop their status and to compete with people. Therefore, to enhance their knowledge and to develop them Construction of Library at Sialsir Village was proposed. This Library serves as Knowledge resource Centre in the village and blessed many students as well as the villagers as a whole.

River bank of tuichang is very fertile which can be used for agricultural purposes and for sand extraction. Construction of Truckable road from Sialsir to Tuichang has been carried out as an ongoing process under BADP, even though the target has not been reached yet, it has already served many fruitful purposes for the farmers having cultivatible farms along the route.
